How to vote in Luxembourg

The European elections take place on 9 June 2024 in Luxembourg.

Voters will elect 6 Members of the European Parliament in 2024.

Under EU law, all countries must use voting systems that ensure proportional representation, which means that the number of elected members from each party depends on the share of electoral votes obtained by the party. Luxembourg uses preferential voting, which gives the voters the option to indicate their preferences between candidates. Candidates who receive the most preferences are more likely to be elected. Each voter has as many votes as the number of Members of the European Parliament to be elected in the Grand Duchy, in other words 6.
Votes may be cast for a list or for individual candidates.
Electors casting their vote for a list may not cast any other vote, unless the selected list includes fewer candidates than the number of MPs to be elected within the district.
Voters who vote for individual candidates may choose candidates from the same list or from different lists, but must be careful not to vote for more candidates than there are available seats.
They may allocate two votes to each of the candidates, up to the total number of votes that they hold.
By filling the white circle of the box at the top of an electoral list or by ticking it (+ or x), the voter selects this list in its entirety and thereby allocates one vote to each candidate on that list. Each box ticked (+ or x) after the name of a candidate counts as one vote for that candidate.

The political parties have to draw up lists of candidates. At least 65 days before polling day, the chief polling officer at the main polling station publishes a notice setting the dates, times, and location where the officer will receive the declaration of candidates and witness details.

There are no threshold provisions according to the law.

In Luxembourg there is just one national constituency, which means people across the country choose from the same lists of candidates.

Everyone registered on the electoral rolls (the lists of Luxembourgers and EU citizens who are voting in the European elections) up to the age of 75 years are obliged to vote.

To vote in the European elections, a voter must:

• be a Luxembourgish citizen or a national of another EU country;
  
• be at least 18 years of age on the day of the elections;
  
• enjoy civil rights and not have been deprived of the right to vote either in Luxembourg or in their home country;
  
• for Luxembourg nationals, reside in Luxembourg (Luxembourgish citizens residing abroad may vote in the European elections by postal vote);
  
• for nationals of another EU country, be domiciled in Luxembourg and have resided there at the time of the application for registration on the electoral roll.

The following persons are excluded from the electorate and are not allowed to vote:
- individuals who have been convicted of criminal offences;
- people who, for lesser offences, have been stripped of the right to vote following a conviction.
